*、项目背景
Ⅱ. Project Background
为深入学习贯彻习近平法治思想和中央全面依法治国工作会议精神，全面落实区委、区政府关于建设广******区（白云）（以下简称“法务区”）*期的工作要求，狠抓产业园区建设、招商引资等重点工作，指导片区高标准规划建设，推动各项任务落地落细，白云区拟围绕法务区*期及周边地区开展城市设计竞赛工作。
To thoroughly study and implement the Xi Jinping Thought on the Rule of Law and the spirit of the central conference on work related to overall law-based governance, fully implement the work requirements set out by the district party committee and the district government for the development of Phase III of Baiyun Central District of the Greater Bay Area Guangzhou Central Legal Services District (hereinafter referred to as the "Legal Services District"）, vigorously advance key tasks such as industrial park construction and investment promotion, guide the high-standard planning and development of the district, and ensure the detailed implementation of all tasks, Baiyun District plans to launch an urban design competition covering Phase III of the Legal Services District and its surrounding areas.
法务区*期位于白云新城与望岗新城两大重点片区的衔接区域，华南快速路及白云大道的交汇点，作为链接国际、面向全国、展示粤港澳大湾区法律服务高地的核心载体，门户形象意义重大。本次竞赛通过征集具有前瞻性和创新性的设计理念和设计方案******整体性谋划、高品质设计，推动精准招商落地，引领法务区高质量发展。
Located at the intersection of the South China Expressway and Baiyun Avenue, Phase III of the Legal Services District lies at the interface between two key development areas, Baiyun New Town and Wanggang New Town. As a central hub that connects to the international community, serves the national stage, and exemplifies the premier legal services landscape of the Guangdong-Hong Kong-Macao Greater Bay Area, this site carries significant weight as a gateway landmark. This competition seeks to gather forward-looking and innovative design concepts and proposals, aiming to deliver comprehensive planning and high-quality design for Phase III of the Legal Services District and facilitate targeted investment attraction, thereby driving the high-quality development of the Legal Services District.
本次竞赛由广州市规划和自然资源局白云区分局、广州登录解锁联合主办，广州******为竞赛组织代理服务单位。
This competition is co-hosted by Baiyun District Branch of Guangzhou Municipal Planning and Natural Resources Bureau and Guangzhou Baiyun Industrial Investment Group Co., Ltd., and is undertaken by the competition organization agency service unit, Guangzhou Baiyun Property Rights Broker Co., Ltd.
*、竞赛范围和内容
III. Competition Scope and Content
本次城市设计竞赛任务内容包含规划******分，具体范围及任务内容如下：
The task content of this urban design competition consists of two parts: planning research and detailed design. The specific areas and content are as follows:
（*）规划研究
i. Planning research
*.范围：面积约**公顷，北至岭云路、西至联边彭上德兴路、南至华南快速路、东至白云大道。（注：可结合实际情况适当扩大研究范围。）
*. Scope: The planning research area covers ** hectares, bounded by Lingyun Road to the north, Lianbian-Pengshang Dexing Road to the west, South China Expressway to the south, and Baiyun Avenue to the east. (Note: The research scope may be appropriately expanded according to actual conditions.)
*.任务内容：方案须达到概念性城市设计深度，作为后续规划和建设管理的指导依据。从区域角度出发，对范围内规划结构、产业功******系统研究，明确各片区功能指引及城市设计通则，提出整体功能定位、空间规划方案、产业功能规划、活动策划和招商运营方案，推动法律服务集聚与高能级商务区产业共融。
*. Content: The proposal shall be developed to a conceptual urban design level of detail and serve as the guiding basis for subsequent planning, construction and management. From a regional perspective, a systematic study shall be conducted on the planning structure, industrial functions and land use layout within the scope. This proposal shall clarify the functional guidelines for each area and the general urban design principles, and put forward the overall functional positioning, spatial planning scheme, industrial function planning, event planning, and investment promotion and operation solutions to foster the integrated development of legal services clustering and a high-caliber business district.

ii. Detailed design
*.范围：面积约**公顷，东至白云大道、南至华南快速路、西至广州湾区法治广场（规划）、北至岭云路。
*. Scope: The detailed design area covers ** hectares. It is bounded by Baiyun Avenue to the east, South China Expressway to the south, the proposed Guangzhou Central Legal Services District Rule of Law Square to the west, and Lingyun Road to the north.
*.任务内容：方案须达到建筑概念方案设计深度。把控整体空间形态、建筑组群风貌、天际线、第*立面、公共空间体系等要素，形成城市设计管控导则，提出建筑总平面布局、建筑功能细化、建筑设计、场地景观详细设计和交通方案设计指引，深化重要节点地标建筑方案设计，打造成为功能复合、产城融合、宜居宜业的新型产业社区。
*.Content: The design proposal shall be developed to an architectural conceptual design level of detail. It shall address key elements, including the overall spatial form, architectural cluster style, skyline, fifth facade and public space system, and formulate urban design control guidelines. It shall provide guidelines for the general layout of buildings, detailed division of architectural functions, architectural design, detailed site landscape design and traffic schemes. Furthermore, it shall further refine the conceptual design of landmark buildings at key nodes, and build a new industrial community featuring compound functions, industry-city integration, and a livable and workable environment.

*、竞赛报名方式
IV. Competition Registration
（*）申请人资格要求
i. Qualification requirements for applicants
*.接受联合体报名参赛，以联合体形式申请的，联合体中至少有*家成员具备下述第*点的资质条件。鼓励由境内、境外规划设计团队及相关专项技术团队共同组成联合体参加，联合体单位不超过*家，其中至少*家应为境内单位。申请人须提交联合体协议，并在协议中明确联合体的主体单位。联合体各成员签订联合体协议后，不得再以自己名义单独申请，也不得组成新的联合体或参与其他联合体，否则资格无效。
*. Consortium applications are accepted. For applications submitted by a consortium, at least one member shall possess the qualification specified in Item * below. A consortium comprised of domestic and overseas planning and design teams as well as relevant professional technical teams is encouraged to be formed. A consortium shall consist of no more than three parties, among which at least one shall be a domestic entity. Applicants shall submit a consortium agreement that clearly specifies the leading party of the consortium. After signing the consortium agreement, each member shall not apply independently in its own name, nor form a new consortium or join any other consortium; otherwise, it shall be disqualified from the competition.
*.申请人（若为联合体，指联合体各方，下同）是合法******制企业或其他组织，须提供有效的营业执照或注册登记证明。
*. The applicant (in case of a consortium, referring to all members of the consortium hereinafter) shall be a legally registered independent legal person, partnership, or other organization, and shall provide a valid business license or registration certificate.
*.申请人负责人为同*人或者存在控股、管理关系的不同单位，不得同时以多个申请人名义参加。
*. Different entities with the same legal representative, or entities under mutual shareholding or management affiliation, shall not participate simultaneously as separate applicants.
*.申请人须具备由中华人******颁发的城乡规划编制甲级资质，************业（建筑工程）甲级资质（或工程设计综合甲级资质，******业）甲级资质）证书。
*. The applicant shall hold one of the following valid qualifications: Class A Qualification for Urban and Rural Planning issued by the Ministry of Natural Resources of the People’s Republic of China; or Class A Qualification in the Construction Industry (Architectural Engineering) approved by the Ministry of Housing and Urban-Rural Development(or Comprehensive Class A Engineering Design Qualification; or Class A Engineering Design Qualification (Construction Industry)).
*.申请人须具有中央商务区、专业园区、城市重点片区、产业型综合片区等范围之*的城市设计、建筑地标设计和产业招商咨询策划的相关业绩。
*. The applicant shall have proven track records in urban design, landmark architectural design, and industrial investment invitation consulting and planning for projects such as central business districts, professional industrial parks, key urban areas, and comprehensive industrial zones.
*.申请人在《资格预审申请文件》中所列出的领衔设计师须亲自开展本项目的设计工******成果方案汇报。请所列出的领衔设计师根据竞赛时间安排提前预留时间、做好准备。如因特殊原因，领衔设计师确实无法赴现场参会的，须在《参赛单位申请表》及《资格预******说明，并承诺将通过视频或电话会议的方式参会。所述情况将在资格预审评审时予以综合考虑。
*. The lead designer specified in the Pre-qualification Application Document shall undertake the design work of this project and attend the scheme presentation in person. The designated lead designer shall reserve time in advance and make preparations in accordance with the competition schedule. If the lead designer is unable to attend the on-site presentation due to special circumstances, relevant explanations shall be stated in the Application Form and the Pre-qualification Application Document, with a commitment to participate via video or teleconference. Such circumstances shall be taken into comprehensive consideration during the pre-qualification review.
*.若申请人为境外机构，须与境内的单位组成联合体报名参赛。
*. Any overseas institution shall form a consortium with a domestic entity to register and participate in the competition.

 ii. How to get the Prequalification Application Documents (format files)

*、入围方式
V. Selection Method
申请人提交了《资格预审申请文件》后，资格审查委******综合评审和比较，择优评选出*名入围参赛团队（含联合体，下同）和*名候补参赛团队（《资格预审遴选细则》详见附件*）。当正式入围的参赛团队无法参加竞赛时，主办单位可根据候补参赛团队的排名，依次选择候补参赛团队增补。主办单位保留不增补的权利。
After applicants submit the Pre-qualification Application Document, the Qualification Review Committee will conduct a comprehensive review and comparative evaluation, and select * shortlisted teams (including consortia, the same below) and * alternate teams based on merit (see Appendix * for the Rules for Pre-qualification Review and Selection). If any officially shortlisted team is unable to participate in the competition, the host may select alternate teams in ranking order as replacements. The host reserves the right not to make any supplementation.

经过技术审查及方案评审后，符合要求的设计方案将获得如下费用：
Upon technical examination and proposal evaluation, qualified design proposals will be awarded prizes as follows:
*.入围方案成本补偿费用：按*家计，每家单位（联合体）获得成本补偿费用***元，共计****元。

资格预审遴选细则
Rules for Pre-qualification Review and Selection

*、前言
I.Introduction
本竞赛引入竞争机制，采取公开报名、择优选择参赛机构的方式开展，对所有依据竞赛公告规定报名的申请人（含******遴选。
The urban design competition adopts an open registration process and selects participants based on merit from all those (including consortia, the same below) who sign up in accordance with the requirements of the competition announcement.
为保证“公开、公平、公正”，根据******有关的法律、法规和方针、政策，结合本项目的特点和要求，制定本细则。
The Rules is hereby formulated in accordance with the current relevant laws, regulations, guidelines and policies of the People's Republic of China and based on the characteristics and requirements of the project for the purpose of ensuring an "open, fair and impartial" competition.
本细则的解释和修订权属竞赛主办单位。
The right to interpret and amend the Rules resides with the host of the urban design competition.
*、资格审查委员会
II.Qualification Review Committee
（*）资格审查委员会由单数人员组成，并由主办单位负责组建。
i. A Qualification Review Committee comprising an odd number of members will be set up by the host.
（*）资格审查委员会的职责是根据本细则选出参赛机构和候补参赛机构。
ii. The responsibility of the Qualification Review Committee is to select qualified participants and alternates in accordance with the Rules.
*、遴选办法
III.Selection Method
遴选流程分为符合性审查和择优综合评审两个阶段。
The selection process is divided into two phases, i.e., compliance review and merit-based comprehensive evaluation.
（*）符合性审查
i. Compliance review
竞赛组织代理服务单位******符合性审查，对商务文件和概念提案的******审查，审查结果报资格审查委员会确认，只有通过符合性审查的申请人才可进入择优综合评审阶段。
资格审查委员会对符合性审查结论意见不*致时，按******理。如通过符合性审查的申请人不足*家的，则主办单位可根据项目情况决定延长报名时间或重新组织报名工作。通过符合性审查的申请人数量超过*家的，对通过符合性审******择优综合评审。
The competition organization agency service unit shall assist in conducting compliance reviews on all applicants, examining the completeness and timeliness of their business documents and conceptual proposals, and submit the review results to the Qualification Review Committee for confirmation. Only those who passed the compliance review are eligible to proceed to the merit-based comprehensive evaluation.
In case of disagreements among the members of the Qualification Review Committee regarding compliance review results, the decision shall be made based on the majority rule. If fewer than * applicants pass the compliance review, the host may choose to extend the registration time or reorganize the registration as the case may be. If more than * applicants pass, they will advance to the merit-based comprehensive evaluation.
符合性审查要点如下：

*.《资格预审申请文件》完整真实，申请人所提供的业绩材料具有合法知识产权，不存在通过模仿注册业内知名设计机构名称******为；
*.The Pre-qualification Application Document shall be complete and authentic. Applicants shall possess legitimate intellectual property rights to all performance materials they submit, and shall not imitate the name of well-known design firms to gain the entry qualification;
*.申请人符合竞赛公告“*、竞赛报名方式”列明要求；
*. Applicants shall meet the requirements listed in "IV. Competition Registration" of the competition announcement;
*.《资格预审申请文件》书面文件中的内容完整、格式规范、盖章和签字齐全；
*. The Pre-qualification Application Document shall be complete, standardized in layout, and duly stamped and signed;
*.《资格预审申请文件》应包括响应本次竞赛范围和内容要求的概念提案文本。

*.择优评审主要审查以下因素：
*. Major evaluation factors:
（*）综合实力：申请人的资质情况、人才队*情况、获得国际或国内重大设计类奖项。
(*) Comprehensive strength: The applicant’s qualification levels, team expertise, and awards received (international or domestic).
（*）相关业绩：申请人的类似项目业绩数量及规模，申请人具有中央商务区、专业园区、城市重点片区、产业型综合片区等范围之*的城市设计、建筑地标设计和产业招商咨询策划的相关业绩。同时，具有科创园区、产业招商、绿色建筑、智慧生态等*个或多个方面的前沿性关键技术储备的优先考虑。
(*) Relevant project experience: Number and sizes of similar projects completed, and performance in urban design, architectural landmark design, or industrial investment promotion consulting and planning in one of the areas such as central business district, specialized park, key urban areas, or industrial comprehensive zones. Meanwhile, applicants with cutting-edge key technological reserves in one or more fields, such as technological innovation parks, industrial investment promotion, green buildings, and smart ecology, shall be given priority.
（*）领衔设计师综合素质：领衔设计师具有的所在国家或地******业协会或机构颁发的合法执业资格；领******业国家奖项或荣誉；领衔设计师担任过同类项目负责人的业绩数量、规模、获奖奖项。
(*) Lead designer’s overall quality: The legal practice qualification issued by the planning, architecture and related industry association or institution of the country or region where the lead designer is based; national-level industry awards or honors won by the lead designer; the number of similar projects led by the lead designer, their sizes, and the awards achieved.
（*）联合体架构或主创团队成员组成：团队分工是否明确、合理；团队成员结构合理及专业齐备，包括但不限于城市规划与城市设计、建筑设计、园林景观、交通、产业、市政等专业；如为联合体，架构组成是否优势互补。
(*) Consortium structure or composition of core team members: Whether the division of labor within the team is clear and reasonable; whether the team features a rational structure and complete professional configuration, including but not limited to urban planning, urban design, architectural design, landscape architecture, transportation, industry, municipal engineering and other disciplines. For consortium applicants, evaluation shall also be made on whether the consortium structure constitutes complementary advantages.
（*）概念提案：申请人提交的概念提案文本，对项目的理解是否准确，解决思路是否合理，理念是否创新。
(*) Conceptual proposal: The conceptual proposal submitted by the applicant will be evaluated based on the accuracy of its understanding of the project, the rationality of its solutions, and the innovativeness of its concepts.
*.择优评审采取以下方法：
*.Evaluation method:
（*）由资格审查委员会采用不记名投票方式，对所有通过符合******投票并排名，取前*名申请人为入围参赛团队，排名*-*名申请人为候补参赛团队。
(*) The Qualification Review Committee will rank all applicants who have passed the compliance review via secret ballot. The top five applicants will be selected as the shortlisted teams, and the sixth to eighth place applicants will serve as alternate teams.
（*）遇票数相等不能确定结果时，应由******附加投票，以确定名次。
(*) If a ballot tie prevents a clear ranking, an additional round of voting shall be conducted by the Qualification Review Committee to determine final positions.
（*）投票结束后，点票人员对投票人数、票数和每票应选申请人总数加以核对和统计，作废的选票不得统计，并向资格审查委员会报告。
(*) After the ballot ends, the tallying personnel will verify and count the turnout, the number of ballots cast, and the total number of applicants that shall be selected by each ballot. Invalid ballots shall not be counted and shall be reported to the Qualification Review Committee.
（*）资格审查委员会成员应当独立投票，自投票开始至最终排名统计结果公布期间，任何人不得非法干预、影响投票过程，不得透露、协商、改变投票结果，不得使用通信联络工具。
(*)Members of the Qualification Review Committee shall cast their ballots independently. During the voting period and until the announcement of the final rankings, no one is allowed to illegally interfere with or influence the ballot process, or disclose, negotiate on, alter the ballot results, or use any communication tools.
