本次咨询服务（以下简称 “本服务”）包括收集评价范围内的相关资料，识别项目范围的重要栖息地，确定评价对象，范围和内容，对目标物种栖息地生态系统质量及适宜性评估，人类活动干扰对目标物种栖息地的连通性、破碎化及受威胁程度影响，基于生态敏感性与胁迫因子的空间耦合分析确定具有以上重要性的栖息地，提出保护、修复或可持续利用措施。评估内容包括重要栖息地的生态环境质量现状、生态系统功能和价值，栖息地受威胁程度及保护重要栖息地的措施建议等。C******的审查。本咨询服务期从合同签订之日起到****年*月**日，涵盖了整个项目实施期。具体细节请参阅任务大纲（TOR）。

山西省******现邀请合格的且有资格的咨询机构（以下简称“咨询方”）递交服务意向。有意向的咨询方需提供材料，证明其具备承接本服务所需的资质条件及相关从业经验。短名单筛选标准为：*. 为独立的咨询机构（******、大学或其他非政府组织等），与借款人及项目实施单位无从属关系或利益冲突关系；*. 该咨询单位中至少有*名生态领域的专家；*. 具备生物多样性及物种栖息地监测、遥感和GIS等技术设备；*. 保证充足的人员投入，并保证能够按照业主的要求在现场工作。开展本次重要栖息地评价任务的专家人数不少于*人。在短名单筛选阶段，******评估。

Assignment Title: Critical Habitat Assessment

The Chinese Government has received financing from the World Bank toward the cost of the Sustainable Ecosystem Restoration and Biodiversity Conservation Project, and intends to apply part of the proceeds for Critical Habitat Assessment Consulting Services.

The consulting services (“the Services”) include collecting relevant data within the assessment area, identifying important habitats within the project area, and determining the assessment targets, scope, and content, the assessment of the ecosystem quality and suitability of the habitat of the target species, the impact of human activities on the connectivity, fragmentation and threat level of the habitat of the target species, the determination of habitats of the above importance based on the spatial coupling analysis of ecological sensitivity and stress factors, and the proposal of protection, restoration or sustainable utilization measures. The assessment includes the current ecological environment quality, ecosystem function and value of important habitats, the degree of threat to habitats, and recommendations for measures to protect important habitats. The CHA should be reviewed by the World Bank. The consulting service period shall commence on the date of contract signing and continue until May **, ****, covering the entire project implementation period. For specific details, please refer to the Terms of Reference (TOR).

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Accounting Center of Shanxi Forestry and Grassland Bureau now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: *. From an independent consulting agency (such as a research institute, consulting company, university or other non-governmental organization, etc.), with no affiliation or conflict of interest with the Borrower and the project implementation unit; *. The consulting unit must have at least three ecological field experts; *. Have technologies and equipment for biodiversity and species habitat monitoring, remote sensing, and GIS. *. Ensure adequate staffing and ensure they are able to work on site in accordance with the project’s requirements. The number of experts conducting this critical habitat assessments task shall not be less than two. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, *.**, *.**, and *.** of the World Bank’s “Procurement Regulations for IPF Borrowers” September **** (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.
