南航2026-2028年度金边驻勤酒店服务采购项目谈判公告

中国登录解锁(以下简称“采购人”)现对南航****-***************谈判采购。

China Southern Airlines Co.,Ltd. (hereafter refer as “Airline”) is announcing to launch the Aircrew Accommodation Service procurement project. Please find the details as follow:

*.*.*本******，主要负************航班任务的机组******客房住宿、餐食（包括早、午及晚餐）******往返交通、制服清洗等异地驻勤服务保障；中选供应商应关注南航航班计划，根据采购人预订信息做好房间预留以及接送机服务。

The project is looking for one hotel candidate to provide Accommodation Service, F&B service (including Breakfast, Lunch and Dinner), Transportation service (between airport terminal & Hotel) and Laundry service for the crew members who are executing flight missions according to the flight schedule of Airline. Hotel shall monitor the flight operation of Airline and prepare the room and provide airport transfer services according to Airline's reservation detail.

注：*、以上均为含税价。因当地税务政策变化导致增值税率发生变化时，******，协议价=协议签订时的不含税价*(*+新税率)。协议签订时的不含税价＝(协议约定的含税价、价外费用)/(*+协议签订时适用的税率)。

The ceiling prices mentioned above include taxes and all other extra charges such as services charge. In case the local government adjusts the taxes ratio, these will be amended by the supplier accordingly after written notification to Airline. The new contract rate will be calculated based on the original contract rate plus new taxes ratio.

*、本项目采用框架（无固定总金额）采购模式************报价，如有缺漏或超过最高限价（单价）的报价，将导致报价无效。本次采购数量和对应的总价仅为初步的预估上限，不视为采购人对成交供应商作出任何必然采购或采购金额的承诺，合同期内的采购数量可能会有所增减，采购人有权按实际需要调整，最终采购数量以采购人实际采购需求、订单为准，并******结算。除符合法律、法规、政府政策等规定的以外******调整。

This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. Based on the estimated amount and quantity of this purchase, Airline has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.

*、如出现供应商报价的货币与上述限价货币不*致时，供应商报价将按照评审当天汇率换算为上述限价货币作为评审依据。

If the currency quoted by the supplier is inconsistent with above currency specified in the ceiling price, the quotation will be converted to above currency based on the exchange rate on the day of evaluation.

The services provided by this project shall comply with the current effective local laws, regulations, rules, policies and requirements etc. related to safety management. This project encourages the use of low-carbon, clean energy, energy-saving and green products.

*、供应商资格要求 Supplier qualification

参加本项目报价的供应商必须符合下列要求：

The supplier who bidding for this tender must meet the following requirements:

*.* 供应商必须是******，具备当地政府承认合法有效的资质文件。

The supplier must be a legally and validly registered hotel with legal and valid qualification documents recognized by the local government.

******距离所在地机场航站楼车程时间在**分钟（含）以内。

The hotel is within ** minutes (inclusive) of the local airport terminal.

******有监控设备覆盖并有存档记录以供查看。

The hotel has surveillance coverage and archived records for reviewing.

******可提供满足机组查询航班任务需求的网络。

The hotel provides access to the internet to meet the needs of flight crew members who need to check flight schedules and related information.

******客房有独立卫生间，卫生间内干湿分离，配有防滑设备。

The hotel rooms have separate toilets, which are separated from wet and dry, and are equipped with anti-slip equipment.

******可提供机组人员使用的健身设施或设备。

Fitness facilities or equipment available for crew use.

******须配备餐厅或咖啡厅，能提供早、午、晚餐堂食服务，机组餐食服务用餐方式可为自助餐/*点餐单/套餐。

The hotel must be equipped with a restaurant or cafe, which can provide breakfast, lunch and dinner dine-in service, and the crew catering service can be buffet/a la carte/set meal.

******须提供所在******之******保障机组*人*座************李拖车；南航机组专车专用，按约定时间接送机组。

Hotels must provide transportation between the local airport terminal and the hotel;

The hotel guarantees each crew member shall have one seat, which can accommodate the crew's luggage or luggage trailer;China Southern Airlines crew special car for pick-up and dr*p-off at the agreed time.

******须为机组过夜时间（下次航班起飞时间与落地航班时间之差）超过**小时（含）的机组人员提供每航班每人*件上衣（制服衬衫或女夏短袖上衣）的清洗服务。

The hotel must provide a washing service for crew members who stay overnight (the difference between the departure time of the next flight and the time of the landing flight) for more than ** hours (inclusive) of one shirt (uniform shirt or short-sleeved shirt for women's summer) per person.

*.******“限制交易供应商名单”且仍在限制期内的法人或其他组织不得参与本次谈判。

Legal person (The Owner of supplier) or other organizations who is listed in the "restricted list of suppliers" of China Southern Airline and still within the restricted period shall not participate in this tender.

*.******“禁止交易企业名单”的企业，不得参与本次谈判。

The supplier who is listed in the “prohibited list of trading” of China Southern Airline shall not participate in this tender.

未通过上述资格要求审查的供应商不具备谈判资格，（谈判小组）评审委员会有权认定其不具备谈判参与资格；任何时候发现供应商提交的相关文件、证明材料或承诺系伪造、变造或捏造的，将取消其成交供应******限制交易供应商名单——视为其已主动放弃自本次谈判采购之日******任何采购方式下任何项目的采购活动。

Suppliers who fail to meet the above qualification requirements will not be permitted to participate in the negotiation process.Airline has the right to determine whether a supplier is qualified for participating in this tender.If the relevant documents, supporting materials or commitments submitted by the supplier are forged,altered or fabricated,the supplier’s qualification of the contract will be revoked and the supplier will be placed on the "restricted list of suppliers" of Airline - it will be deemed that suppliers have voluntarily given up participating in any procurement activities of Airline within * years from the date of this negotiation procurement.
