******（以下简称“招标代理”）受中国登录解锁（以下简称“招标人”）委托，就“中国登录解锁****年至****年******服务项目（招标编号：**-**-**A-****-D-F-E*****）”项******国内公开招标，现邀请合格的投标人前来投标。

Gongcheng Management Consulting Co., Ltd. (hereinafter referred to as the "Tendering Agent"), entrusted by  China Postal Airlines Co.,Ltd. (hereinafter referred to as the "Tenderer"), hereby conducts an open domestic tendering for the goods and services under the project of ****-**** Chicago Air Crew Hotel Service by China Postal Airlines Co.,Ltd. 本项目服务期*年，具体采购内容如下：

*、*投标人资格条件：

IV、*Qualification Criteria of Bidders：

（*）投标人必须******，具备当地政府承认合法有效的资质文件，提供资质文件复印件；

(I) The bidder must be a locally registered company of the United States of America, possesses legally valid qualification documents recognized by the local government, and provides copies of such qualification documents.

（*）投标人距离芝加哥奥黑尔国际机场（O'Hare International Airport）候机楼车程距离在**公里（含）以内，提供承诺；

(II) The bidder shall be located within a driving distance of ** kilometers (inclusive) from the terminal of Chicago O'Hare International Airport, and a relevant commitment letter shall be provided.

（*）投标人须配备餐厅，能提供早、午、晚餐堂食服务；

(III) The bidder shall be equipped with a restaurant and be capable of providing dine-in services for breakfast, lunch and dinner.

************或中国邮政******或中国登录解锁列入黑名单且在规定期限及范围内的投标人，均无资格参加本项目的采购活动；
    (IV) Any bidder blacklisted by China Post Group Co., Ltd. or China Postal Express & Logistics Co., Ltd. or China Postal Airlines Co.,Ltd. within the specified period and scope shall not be eligible to participate in the procurement activities of this project.

（*）与邮政无投资关系且存在以下情况的，不得参加采购活动：邮政领导人员及其亲属和其他特定关系人、邮政员******），以个人身份（组织委派的除外）担任法人、董事长、总经理、监事的企业，以及邮政所属工会或员工集体出资成立的企业；

(V)Bidder having no equity investment relationship with the Postal Party shall be disqualified from participating in procurement activities if falling under any of the following circumstances:Enterprises whose shares are held by leading personnel of the Postal Party, their relatives and other specific related persons, or postal employees (limited to non-listed companies);Enterprises where any individual acts as legal representative, chairman of the board, general manager or supervisor in a personal capacity (excluding personnel assigned by the organization);Enterprises funded and established by trade unions affiliated to the Postal Party or employee collectives of the Postal Party.

（*）投标人必须按照本项目招标公告的要求获取本项目招标文件，否则无资格参加本项目。

  (VI) The bidder must obtain the bidding documents of this project in accordance with the requirements specified in the tender announcement; otherwise, they shall not be eligible to participate in this project.

The bid documents shall be submitted totally via designated Email online. On-site, mail, courier or any other offline submission methods are not accepted, and any bid documents submitted offline will not be accepted.
