(b)Qualification requirements to be met to implement government procurement policies:&Policy on Mandatory Procurement of Energy-Saving Products: Mandatory procurement of items marked with "★" in the national energy-saving product list.
Policy on Encouraging Energy-Saving: Under the same conditions of technical and service indicators, priority shall be given to purchasing products listed in the national energy-saving product list.
Policy on Encouraging Environmental Protection: Under the same conditions of performance, technology, and service indicators, priority shall be given to purchasing products listed in the national environmental protection product list.
Policies on Supporting Small and Medium-Sized Enterprises (SMEs) and Promoting Employment for Persons with Disabilities: Implement reserved quota measures to increase the share of SMEs in government procurement and support the development of SMEs.
