《上海市浦东新区金桥-外高桥单元规划》提出将杨园地区建设成为以多元居住、商业服务、生活配套、开放空间等功能为*体的生活片区。面对发展的新背景新要求，基于正在开展的《上海市浦东新区高东集镇Y**-***单元*、**、**、G**、G**、G**、G**等街坊控制性详******调整）》编制工作，本次拟同步实施杨园地区控规编制涉及的城市设计、土方设计工作，推动高东镇杨园地区城中村攻坚拔点，加快推进高东镇保障房建设工作，同时，改善地区环境品质，提升地区居住、公共服务设施和综合交通服务水平。 规划范围内工业用地居住用地混杂，绿地比例相对较低，基础设施不全、环境状况不佳，地区亟待整体的规划转型与更新。杨园南镇以农村宅基地为主，设置有杨园中学、精************等基础教育设施和社区级公共服务设施，并在杨园南镇沿赵高公路布局有少量商业用地；龙桥地区以工业仓储用地和农林用地为主；上游地区以农村宅基地和农林用地为主。
