*.     Introduction

The Tzafit (II) & Eshkol (II) project contract was officially signed between CHEC-HEI-THCC JV and the project owner Dalia Power Energies (referred to as Dalia) on August **, ****. The construction scale of this phase is a *-on-* multi-shaft Siemens ****H gas turbine + steam turbine + generator set. The combined cycle unit consists of * Siemens ****H gas turbine, * steam turbine, * generators, and * HRSG . The exhaust gas from * gas turbine enters * HRSG; the steam generated by * HRSG enters * steam turbine to perform work. The project plans for the combined cycle power plant to achieve commercial operation by end of ****. The warranty period is ** months starting from the Provisional Take Over Certificate (PTOC) date of the combined cycle.

*.     Scope of Tender

The scope shall primarily include, but is not limited to, the costs for the contract equipment (***kV & ***kV), cable accessories (terminations for GIS connection), brackets, fixing clamps, etc., as well as factory inspection fees, technical documentation fees, taxes, packaging, transportation and delivery charges, insurance, commodity inspection fees, technical service fees, and technical training fees. Covers expenses related to the venue, equipment, and personnel required for Buyer/Owner personnel to witness manufacturing supervision and factory inspections; all relevant import duties and fees for imported supporting equipment (including imported parts, components, materials, etc.) and overseas acceptance costs; and any other costs associated with the Seller's implied obligations and work necessary to fulfill this Contract.

*.     Qualification of Tender

*.*.  Have at least * sets of overseas supply performance of high-voltage cables with a voltage level of *** kV or above, and the qualification documents pass the approval of the owner and Noga.

*.*.  The bidder must be a legal entity capable of independently assuming civil liability, with the independent right to sign contracts. Joint ventures or consortiums in any form are not acceptable.

*.*.  This tender is limited to manufacturers only; agents are not acceptable.

*.*.  Production Capacity Requirement: Capable of meeting the supply requirements of this project.

*.*.  The bidder and the contract signatory after award shall be the same entity.

*.*.  The bidder and its key personnel must not be included in any national or international sanctions list.

*.*.  Different entities whose legal representatives are the same person, or which have a holding or management relationship with each other, shall not participate in the same bid; otherwise, all related bids will be rejected.

*.*.  The bidder possesses the corresponding qualifications and capabilities in professional technology, equipment and facilities, personnel organization, performance experience, etc., including design, manufacturing, quality control, and business management, capable of fully meeting the technical requirements and design conditions of the bid equipment, and fully achieving the performance guarantee requirements;

*.*.  Possess independent product research and development capabilities and a complete product quality assurance system;

*.**.         Performance Record: The supplied HV CABLE equipment must be guaranteed to be new, technologically advanced, reliable in quality, a mature product with over five years of successful operational experience, and able to meet the Owner's qualification review requirements.

*.**.         Possess good bank creditworthiness and commercial reputation, and not be under order to suspend business, nor have assets taken over, frozen, or be in a state of bankruptcy.

*.     Obtaining the Tender Documents

*.*.  Please download the document on the website of the CCCC E-commerce Platform for Overseas Procurement (https://****** the paper version of the Tender Documents are not provided.

*.*.  No fee will be charged for this Tender Document。

*.     Submission of Tender Documents

*.*.  The deadline for Tender will be **:** on June **nd, **** (China, Beijing Time).

*.*.  The Tenderer shall submit the Tender Documents on the CCCC E-commerce Platform for Overseas Procurement (https://****** before the deadline. Any other methods of submission, such as E-mail, express mail, etc., will not be accepted.

*.*.  Each Tender file should not exceed ***MB. If a larger file needs to be uploaded, please divided into multiple files.

*.*.  The Tenderee shall not accept the Tender Documents which are not successfully uploaded or the documents cannot be opened normally within the time limit, and the Tenderer shall bear all the responsibilities.

Tender opening shall be conducted online in the CCCC E-commerce Platform for Overseas Procurement (https://****** Offline tender opening will not be organized and Tenderers do need to be present.
